KEY ACTION Passed and amended an ordinance establishing a no parking zone on the east side of Factory Street.

DISCUSSION: Council agreed to amend the ordinance to include an exception for limited time parking during business hours, in front of Middaugh Printers to allow customers access to the business.

In another matter, council held the second reading of an ordinance to contract with Baltic to provide limited police coverage. The contract would be for a six-month trial period. Solicitor Doug Frautschy has given each council member a draft of the contract for Baltic. Police Chief Kevin Kaser said if the ordinance is adopted then Baltic would submit a monthly report to be given to Sugarcreek council.

OTHER ACTION

• Heard from Village Administrator Matt Specht a letter arrived from the Ohio Department of Transportation informing the village that Maple Street (brick road), has been selected as a project for 2025. The state will provide 95 percent of the eligible costs up to a maximum of $1,000,000.

• Heard Councilman Jim Parson ask several questions regarding police protection for Baltic. His questions were answered.

• Learned the new camera system will be installed in the police cruisers May 17-18. The new body cams will be online and Kaser asked if the pieces/parts of the old system could be donated to Dover police department. Council agreed.

• Heard from members of the street/alley committee they each made a trip (separately) to view Zurich Street. VA Matt Specht spoke with an engineer and it was suggested the street needs to be taken down to the base and a new base applied and then paved. The curbs will need to be removed because they are all one piece. The curb situation will be addressed at a later date.

• Discussed the memorandum of understanding and agreement for wastewater discharge, sludge hauling, treatment and disposal. There are no changes necessary to the memorandum.

• Passed as an emergency, an ordinance authorizing the fiscal officer to advertise for bids for the east end water and sewer project.

• Held the first reading of an ordinance authorizing the village to enter into an agreement with Miller Septic, LLC and Sugarcreek Dewatering LLC for wastewater discharge, sludge hauling, treatment and disposal.
