Road work ahead: List of road/lane closures
Oct. 18----
Plummer Circle SW will be completely closed in front of the residence of 1029 on Friday, Oct. 29 for tree removal.

Third Street SW will be closed from 2nd Avenue SW east to the alley on Monday, Oct. 18 and Friday, Oct. 22. The adjacent sidewalk on the north side of 3rd Street SW will also be closed.

Concrete removal and replacement will take place in multiple locations including County Road 22/West Circle Drive NW beginning Monday, Oct. 18. Construction will be completed under traffic with lane shifts and closures and is anticipated to be complete by the end of November.

County State Aid Highway 25/Salem Road SW will be closed to through traffic from County Road 22 to County Road 3 beginning Monday, Oct. 18 for concrete removal and replacement. A detour utilizing Country Road 3 and County Road 34 will be posted. The work is anticipated to be completed in two weeks, weather permitting.

Third Street SW will be closed from 2nd Avenue SW east to the alley from Tuesday, Oct. 26 to Friday, Oct. 29. The adjacent sidewalk on the north side of 3rd Street SW will also be closed.

Railroad crossing repairs will begin Wednesday, Oct. 6 and include the following road closures: East Center Street will be closed from Broadway Avenue to 1st Avenue NE from 7 a.m. to 10 a.m.; Second Street NE will be closed from Broadway Avenue to 1st Avenue NE from 10 a.m. to 2 p.m.; and Wilder Road NW will be closed from Industrial Drive NW to North Highway 14 Frontage Road NW from 8:30 a.m. to 2:30 p.m.

Construction on the Elton Hills Drive Bridge will begin Monday, Oct. 11 and include the complete closure of Elton Hills Drive NW at the bridge for all traffic with detours for vehicle traffic along 13th Street NW and pedestrian and cyclist traffic detoured on the pedestrian bridge north of Elton Hills Drive and sidewalks on West River Parkway NW. The closure will be in place until July 2022.

The second phase of the reconstruction of County State Aid Highway 4/Valleyhigh Road NW from County State Aid Highway 5 to County Road 158 will begin on Monday, Oct. 4 and is expected to be completed by Friday, Aug. 12. This includes the closure of CSAH 4/Valleyhigh Rd NW from CSAH 5 to CR 158 with the intersection of CSAH3/CR 103 open for cross traffic. County Road 105 will also be closed from CSAH 4 to south of Oxbow Park. A detour for Oxbow Park Traffic will be posted.

Travel lanes will be reduced with intermittent interruptions on 19th Avenue SW from 7th Street SW to the cul-de-sac and on 20th Avenue SW from 6th Street SW to the cul-de-sac from Wednesday, Sept. 29 to Monday, Nov. 15, weather permitting, for construction of an edge tiling system.

Bituminous reclamation and overlay work will begin Monday, Sept. 27 on County State Aid Highway 2 NE between Minnesota Highway 42 and County State Aid Highway 10 and between County State Aid Highway 10 and County State Aid Highway 39 in Winona County. Work will be completed one lane at a time with traffic controlled by flagging operations. Work will be completed by Monday, Nov. 1, weather permitting.

The reconstruction of County Road 101 from County State Aid Highway 20/St. Bridget Road SE to County State Aid Highway 1/Simpson Road SE will begin in 2022 and will include the closing of the intersection of St. Bridget Road SE and 48th Street SE for through traffic; the closing of County Road 101 from the intersection of St. Bridget Road SE to County State Aid Highway 1; the closing of the intersection of County Road 101 and County State Aid Highway 1/Simpson Road SE for through traffic.

Due to work on the Mayo Block 6 Parking Ramp, the following traffic impacts will begin on Friday, Aug. 27: 4th Street SW will be reduced to one lane in each direction with no turn lanes from 3rd Avenue SW to 4th Avenue SW; the adjacent bike lane on 4th Street SW in the area will also be closed; northbound traffic of 3rd Avenue SW will be reduced to one lane from 4th Street SW to 5th Street SW; southbound 4th Avenue SW will be reduced to one lane from 4th Street SW to 5th Street SW; 5th Street SW will be closed to westbound traffic from 3rd Avenue SW to 4th Avenue SW. Work is expected to last into 2022.

County State Aid Highway 7 through Eyota will have traffic lane reductions with flagging operations beginning Monday, July 19 to facilitate overlay and underground work. This work will include the closure of West 5th Street from Central Avenue South to South Avenue SE. The work is anticipated to be completed by Saturday, Oct. 30.

Western southbound traffic lane of Broadway Avenue will be closed from 5th Street NW to Civic Center Drive from Monday, June 28 to Spring 2022 to accommodate a temporary pedestrian access route as the adjacent sidewalk will be closed. The sidewalk along 5th Street NW will also be closed from Broadway Avenue west to the alley.

North Broadway Avenue will be closed to through traffic from Civic Center Drive to Silver Lake Drive NE from Monday, May 10 to November 2021. Through traffic will be detoured via Silver Lake Drive NE. Local traffic and business access will be available via side streets i.e. 5th Street North to 13 1/2 Street North and the mid-block alleys east and west of North Broadway Avenue.

Traffic impacts near Discovery Square 2 from Sept. 18 to April 2022 include: 2nd Avenue SW from 5th Street SW to 4th Street SW will be one lane of northbound traffic only; 5th Street SW, from 2nd Street SW to 3rd Street SW, will be eastbound traffic only; and the sidewalk on 5th Street SW adjacent to the project site will be closed. A pedestrian walkway will be available on 2nd Avenue SW.
