If social networks and other platforms are to get a handle on disinformation, it's not enough to know what it is — you have to know how people react to it. Researchers at MIT and Cornell have some surprising but subtle findings that may affect how Twitter and Facebook should go about treating this problematic content. When someone encounters a misleading headline in their timeline, the logical thing to do would be to put a warning before it so that the reader knows it's disputed from the start.

On the north coast of Colombia there is anxiety over the return to the South American country of one of the most feared former paramilitary commanders: Hernán Giraldo Serna. “El Patrón” (the boss) or “El Taladro” (the drill, as he became known for sexually abusing girls in the area) stepped on Colombian soil Monday after finishing a 16-year sentence in a U.S. prison for drug trafficking earlier this month. Giraldo, 74, was deported from the U.S. and immediately taken into custody by authorities in Colombia, where he is expected to serve time for crimes against humanity, including torture, forced displacement of people, sexual slavery and kidnapping, as well as drug trafficking.

More than 8 million people fell into poverty in the U.S. in the second half of 2020, according to a group of economists who say they have developed a new way to provide “near-real-time” estimates using Census data. In an analysis released last week, the economists – Jeehoon Han of Zhejiang University, Bruce D. Meyer of the University of Chicago, and James X. Sullivan of the University of Notre Dame – said that the poverty rate fell in the first six months of 2020, dropping from 10.8% in January to 9.3% in June, driven lower by the generous unemployment and relief payments provided by the federal government. But the expiration of those benefits, along with new waves of Covid-related layoffs, have pushed the poverty rate up again: “Poverty has risen sharply, however, in recent months as some of the benefits that were part of the government relief package have expired. Poverty rose by 2.4 percentage points (after rounding) from 9.3 percent in June to 11.8 percent in December, adding 8.1 million people to the ranks of the poor. Poverty has risen each month since June, even though the unemployment rate has fallen by 40 percent (from 11.1 percent to 6.7 percent) over this period. This disconnect between poverty and unemployment is not surprising given that some government benefits have expired, unemployment insurance benefits are typically only about half of pre-job loss earnings, and five million people have left the labor force in the past year and therefore are not counted as unemployed. Despite the decline early in the pandemic, poverty is now higher than it was at the start of the year.” Like what you're reading? Sign up for our free newsletter.

The Senate confirmed Janet Yellen as Treasury secretary on Monday, making her the first woman in American history to hold the position. Yellen, who won unanimous backing from both Democrats and Republicans on the Senate Finance Committee, will lead the Biden administration’s response to the economic fallout caused by the coronavirus pandemic. Senator James Lankford (R., Okla.), a member of the Finance Committee, said there is “no question she is qualified for this role.” Yellen, a labor economist, chaired the Federal Reserve from 2014 to 2018. During the Clinton administration, she led the Council of Economic Advisers. During her confirmation hearing last week she called on lawmakers to “act big” in response to the pandemic, saying that the new administration’s priority must be to bring the country and its citizens through the pandemic before tackling other issues. She will work to move President Biden’s $1.9 trillion American Rescue Plan through Congress and will oversee its execution. “Right now, with interest rates at historic lows, the smartest thing we can do is act big,” she told the Senate Finance Committee.

The Central African Republic is facing severe food shortages after a rebel group took control of the highway from Cameroon over which flows nearly the entire food supply to the capital, Bangui. The state of play: The rebels support former President François Bozizé, who was ousted in a coup in 2013 and barred from running in the Dec. 27 presidential elections because he faced charges for murder and other crimes.Support safe, smart, sane journalism. Sign up for Axios Newsletters here. * By the time that election was won by the incumbent, Faustin-Archange Touadéra, the rebels had already launched their campaign to oust him. * They’ve now taken control of several cities and attempted to take Bangui, which is defended by a combination of UN peacekeepers, reinforcements from Rwanda and Russian mercenaries. * The UN estimates that more than 100,000 people have been displaced by the fighting, 84,000 of them to neighboring countries. On the ground: “Basic goods like fruit, vegetables, oil and sugar are getting harder to find, and prices are rising. Another month of this and the city will actually run out of food,” Moussa Abdoulaye writes for the Continent from Bangui. * “It is hard to predict what will happen next. The government does not have the firepower to win this war militarily. It will have to negotiate. And the rebels have made their position clear: they want to scrap the results of the election, be part of a transitional government, initiate a national dialogue and create a new constitution leading to new elections.”The big picture: The Central African Republic is one of the world's poorest countries, and the government's authority barely stretches beyond the capital city. Hopes of greater stability after a 2019 deal between the government and rebel groups have now been dashed. * “Central African Republic has been on life support for a very long time, so it’s very easy, sadly, to push it into such a dire state where its ability to feed its people is under threat,” says Judd Devermont, director of the Africa Program at the Center for Strategic and International Studies.Be smart: sign up FREE for the most influential newsletter in America.
