Planners back Eastchester project

Feb. 27—HIGH POINT — A city advisory board has endorsed a plan to bring an office and apartment development to a large tract on Eastchester Drive.

The Planning and Zoning Commission on Thursday unanimously recommended approval of Leoterra Development's request to rezone the 21-acre site to allow 264 apartments and 9,000 square feet of office space.

The company is proposing several three-story apartment buildings behind two office buildings that would front on Eastchester Drive and is offering several conditions to protect adjacent single-family neighborhoods.

"The things the developer has offered and is doing seem positive and make this a feasible development, in my opinion," said Tom Kirkman, chairman of the commission.

About a third of the site would remain undeveloped because of a stream, and the developer will install a landscaping buffer between the apartments and the Foxwoode Meadows subdivision to the south, according to the city.

The site is owned by Natuzzi furniture, which once planned to build its corporate headquarters there. Leoterra Development's application is the first for the site since 2005, when the City Council voted down a mixed-use project that was proposed.

In a separate project, the commission unanimously endorsed a request by True Homes to rezone 39.5 acres at 3111 Quail Run Drive for an 80-lot residential subdivision.

The developer is proposing a maximum of two single-family homes per acre on the site, which is between Gordon Road and Interstate 74.

The price point for the homes is projected to be between $305,000 to $350,000.

Both zoning cases are scheduled to go before the City Council March 15.
