Monroe approves contract for street paving and water main replacement on six city streets

The Monroe City Council has approved a bid from Salenbien Trucking & Excavating, Inc. of Dundee for a contract to complete street paving and water main replacement on multiple city roads.

Salenbien was awarded the contract Monday over higher bids from ER Zeiler Excavating of Temperance and GV Cement of Brownstown Township. The total cost of the contract is for $3,950,000, funded in full from the city's Capital Improvements Program budget.

GM & Sons Inc. of Wixom and Gerken Paving Inc. of Napoleon, Ohio, will be subcontractors on the project.

"We have six different locations under this," said Patrick Lewis, the city’s director of engineering and public service. "Five of the six have both water main work and street construction work. The sixth location just has street work alone. It represents a little more than a mile and a quarter of streets and not quite a mile of water main."

The locations included in the project are:

  • Washington Street from Third to Eighth.

  • East Fifth Street from Monroe to Scott.

  • East Seventh Street from Monroe to Washington.

  • East Willow Street from Monroe to Macomb.

  • Arbor Avenue from Linwood to Orchard.

  • East First Street from Loranger Square to Macomb.

"We decided this year it would make sense to package everything together because it's very difficult to stage utility work and then have a pause while we have a second contractor come in," Lewis said. "Especially given where some of the projects are, coordination and timeliness is important."

Of particular concern was Washington Street in front of Monroe Middle School.

"We have talked to the school ahead of time. They are amenable to waiting until school lets out in June to start the water main work in front of the school and they can tolerate some of the asphalt resurfacing in front if we can schedule it off school hours," Lewis said. "We don't know whether we can get everything done in 10 weeks or not, but we're going to do our best."

All work is expected to be completed by Oct. 15, 2023.
