Heaven on Hill's treats devilishly good

Jul. 5—Find sweet treats at Heaven on Hill in Jessup.

The former Russell's Cool Scoops got some upgrades when owners Chris and Amber Meinzer took over the business last year. The couple added newer equipment and seating to the 129 Hill St. location and had fun creating menu items that give a nod to the town's St. Ubaldo festivities. Customers can choose from a variety of flavors and toppings for their frozen desserts.

Chef's Table recently chatted with Chris Meinzer about the ice cream shop that offers soft-serve, waffles a la mode, milkshakes and more.

Q: When did you open?

A: March 29, 2021.

Q: What is the history of the restaurant?

A: We purchased the property in 2021, which was an established ice cream shop, Russell's Cool Scoops. We revamped the inside some and added some newer equipment along with adding more exterior seating.

Q: What kind of food do you serve, and what is available for people with special diets?

A: We serve dessert foods. We don't carry any special diet items currently.

Q: How did your menu come to be?

A: As a play on our name, Heaven on Hill, and the fact that we're in the heart of Ubaldo festivities, we tried to incorporate humorous titles for some of our sundaes. For instance, (there is) the Saintly Sundae, which is a waffle a la mode topped with hot fudge, blueberries and pineapple and represents the colors of the saints. Then there's the Heavenly Flight, which is a sampling of any four flavors of our Blue Ribbon hard-serve. Finally, the Tombstone Sundae is a brownie a la mode topped with crushed Oreos, chocolate syrup and gummy worms. We also offer a full menu of traditional iced favorites like milkshakes, Italian ice, gelati, coolies, floats, waffle sandwiches and more. Some featured items from that list would include our Creamsicle Milkshake, Mango Italian Ice, Blue Raspberry Gelati (Italian ice and ice cream layered), Strawberry Nutella Cheesecake Coolie and Root Beer Floats. Some non-traditional favorites include our Brain Freeze, which is any flavor of Rosati Italian Ice blended with lemon-lime soda, and our Italian Fizz, which is any flavor Italian ice and soda, for instance Cherry Italian Ice with Wild Cherry Cola.

Q: What are your most-ordered menu items and why?

A: Soft-serve ice cream is our most frequently ordered item because customers love the creaminess and rich flavors of our ice cream. They can make it into a sundae, like strawberry, hot fudge or CMP (chocolate, marshmallow and peanut). Milkshakes are another popular choice, such as chocolate, strawberry and the old-fashioned black-and-white. Coolies are a favorite for children because they can add in as many of their favorite toppings that they enjoy, such as M&Ms, gummy candy and, of course, sprinkles. If you're talking about Blue Ribbon Farm Dairy hard-serve ice cream, our most popular flavors are Salted Caramel Truffle, Pistachio and, of course, Cotton Candy for the kiddos.

Q: How would you describe the restaurant's atmosphere?

A: Laid-back, friendly and cozy.

Q: What type of seating do you have?

A: Outdoor picnic tables and chairs.

Q: What entertainment and specials do you offer?

A: We offer daily specials that are always changing. Occasional live entertainment, radio music and fabulous servers.

Q: Where do you see the restaurant headed?

A: We hope to be a staple in the community for many years.
