Grand Forks City Hall staffer takes administrator position in Devils Lake

Jan. 28—GRAND FORKS — A Grand Forks city planner has been hired to be the city administrator of Devils Lake.

Spencer Halvorson told the Herald he recently signed an offer of employment for the administrator position. Halvorson has worked for the city of Grand Forks since 2018, when he was hired as an intern. He has served in various positions since then, and assumed the position of planner in 2019.

Halvorson, a Devils Lake native, said he has a "tremendous job and a tremendous employer" in Grand Forks, but becoming a city administrator is the next logical step in his career. He said the opportunity to become the administrator in his home town is the only thing that could take him away from his job in Grand Forks.

"Number one, Devils Lake is a really good place to live and raise a family," Halvorson said. "It's my hometown, so I have a great affinity for what they've got going on there."

Grand Forks City Administrator Todd Feland said he is excited that Halvorson has been hired for the position in his hometown, and that working for the city of Grand Forks helped prepare him for such a role.

"We feel like in some small way we've been part of his success, and providing an opportunity for him to be the incoming and successful city administrator for Devils Lake," Feland said.

Halvorson attended Lake Region State College in Devils Lake, where he earned a two-year degree. He then attended UND, where he earned a bachelor's degree and master's degree in public administration.
