Arizona Gov. Doug Ducey is expected to discuss his administration's controversial shipping container barrier Thursday during an appearance near the border.

Ducey was set to speak near the Morelos Dam near Yuma.

Ducey in August issued an executive order authorizing the state to build border barriers where there weren't any on federal land.

The goal is to install shipping containers to complete empty stretches of the border wall.

The shipping containers are a point of contention in southern Arizona. A day after they went up near Gadsden, a stack of two shipping containers was found toppled. Cocopah tribal officials also have complained that some shipping containers were put on their land without permission.
