Franklin County commissioners approve new animal-control case-management system

Franklin County Animal Care and Control will start using a new case-management system.

The county Board of Commissioners approved a $109,500 contract, 2-0, Tuesday with Pethealth Services (USA) Inc. for the implementation of new case-management software for the county's Dog Shelter & Adoption Center. Board President Erica Crawley was absent.

Based in suburban Chicago, Pethealth Services (USA) was the only vendor to submit a proposal out of at least 29 vendors the county had contacted with its request for proposals, according to information provided to commissioners. The county Purchasing Department reviewed the proposal and determined it was "the lowest and best proposer."

Pethealth Inc. is a multinational company with offices in Canada and the UK, according to its website. It's a "leading provider of shelter management software to animal welfare organizations in Canada and the United States" and offers "exclusive data management and reporting capabilities to licensed groups to increase operational efficiency, manage workflow, and reduce costs."

Its brands include 24Pet, Pet Protect, Petpals Direct and VioVet.

Pethealth is not considered a small or emerging business for the purposes of the county's Small & Emerging Business Enterprises program.
