County renews lease agreement with AOC

May 12—An annual lease agreement with the Administrative Office of the Courts (AOC) was approved by the Madison County Fiscal Court to allow for reimbursements be made for the AOC to use the county's facilities.

In this agreement which is renewed each year, the county agrees to lease office space for reimbursement that includes both rent, operational costs and maintenance.

In the courthouse building on Main Street, the AOC staff utilize nearly 47% of space occupying 8,540 square feet.

Madison County Judge Executive Reagan Taylor said non-functional court space, which includes Clerk Kenny Barger's staff is 9,508 square feet.

"They basically are paying us for the space they use and portions of the common space," Taylor said.

He told the court, previously the fiscal court would receive $21,000 a year until it was changed by the legislature. Now, the county fiscal court receives nearly $10,700 as "rent.

In a second similar agreement, the court approved another lease agreement for the family court building on First Street next to the courthouse.

According to the judge, the AOC occupies the entire building and will pay in rent to the court $516,000 and $124,000 in operating agreements.

He reminded this approval and agreement is done yearly and is "nothing new."

Other business:

—A first reading was approved for a zone change at 2713 Robinsville Loop from RC-3 to RC-4 (general commercial) and will house a company that works on gas pumps.

—The county amended their CARES Act budget to include un-budgeted receipts found in the amount of $1,072,305.71. This is the second installment of CARES money for Madison County.

—Judge Taylor was authorized to pay .15 on each calculation done for motor vehicle and boat taxes to the Madison County Clerk's Office. According to Taylor, there are 94,930 motor and boat accounts for a total amount of $14,239.50 to go to the clerk.

—Insurance rates were adopted for the 2021-2022 fiscal year for employees with the county. An agreement was also approved with Madison County employees and BluMine Health for care services.

—Community Development Block Grant funds were approved to go towards the Kit Carson Commons project.

—Travis Coffee was approved for hire to work at the Battlefield Golf Course as a seasonal golf course attendant.

—Grant Minix was hired in a new position at the Judge's Office as community relations specialist.
