U.S. President Joe Biden signed into law a $1 trillion infrastructure bill on Monday in a White House ceremony that marked a rare moment when both Democrats and Republicans stood together to celebrate a bipartisan achievement.

The measure is designed to create jobs by dispersing billions of dollars to state and local governments to fix crumbling bridges and roads and by expanding broadband internet access to millions of Americans.

"I ran for President believing it was time to rebuild the backbone of this nation which I characterize as working people and the middle class. They're the ones who built the country. And to rebuild the economy from the bottom up and the middle out. This law delivers on that long overdue promise in my view.”

Biden, whose approval ratings have dropped because of inflation and other economic issues, heard supportive chants of "Joe, Joe, Joe" from the crowd.

Speakers included Senator Kyrsten Sinema, the centrist Arizona Democrat whose opposition to some tax increases has forced a scaling back of a companion piece of legislation – a $1.75 trillion social spending bill.

Sinema and fellow Democratic Senator Joe Manchin of West Virginia, who also attended, have angered some in their party for resisting a number of items sought by progressives in the social spending bill. Sinema appeared to refer to the criticism in her remarks.

“This is what it looks like when elected leaders set aside differences, shut out the noise and focus on delivering results on the issues that matter most to everyday Americans."

Biden will hit the road to promote the infrastructure plan, visiting New Hampshire on Tuesday and Michigan on Wednesday.
