Zelenskyy puts into effect decision on banning access to casino for soldiers

President Volodymyr Zelenskyy has put into effect the decision of the National Security and Defence Council of Ukraine on counteracting the negative consequences of gambling on the Internet.

Details: The president has signed Decree No. 234/2024 On Counteracting the Negative Effects of Gambling on the Internet.

The document, in particular, prohibits access to gambling for military personnel during the martial law period.

The president also ordered to:

• develop a procedure for limiting all forms of gambling advertising, in particular the use of symbols of the Armed Forces of Ukraine and other military formations;

• prohibit the registration of several accounts for one player in online casinos;

• determining the maximum time of continuous participation in gambling per day for one account and introducing mandatory breaks in the game, determining the maximum time of play per week;

• obligation of online gambling organisers to set a limit on player's spending on gambling for a certain period of time before the start of the game;

• implementation of the State Online Monitoring System;

• conducting a national awareness campaign on the dangers of gambling;

• Ukraine’s Security Service, together with the authorised bodies, should ensure that gambling organisers are inspected within two months for compliance with the sanctions legislation of Ukraine and take measures to impose appropriate sanctions on gambling organisers.

In addition, the decree contains recommendations for the National Bank of Ukraine to introduce a ban on accepting dual-use goods as collateral within two weeks and to approve guidelines for banks to block the use of credit funds for gambling within two months.

It is recommended that the Ministry of Digital Transformation hold talks with Apple and Google on blocking illegal online casinos on their platforms.
