Wichita man gets 10 years for 2022 murder near Haysville

WICHITA, Kan. (KSNW) — A Wichita man was in court on Thursday, where he was sentenced for the murder of Vennie Kongvongsay, 23, of Wichita in February 2022.

The Sedgwick County District Attorney’s Office said Justin Welch, 27, pleaded guilty to second-degree murder and aggravated robbery on June 30, 2022. He was sentenced Thursday to 123 months in prison for the murder charge and 61 months on the aggravated robbery charge.

The DA’s office said the sentences will run concurrently, so Welch will serve a total of 123 months in prison, which equals out to 10 years and three months.

The shooting happened in the 200 block of E. 86th St. S. around 1:30 p.m. on Feb. 10, 2022. Dispatch took a call from someone reporting a body lying in a yard.

At the time, Sedgwick County Sheriff Jeff Easter said it was obvious the man, later identified as Kongvongsay, was dead. He said when the coroner turned him over, there was obvious trauma and a gunshot.

Welch was arrested with co-defendant Jim Sanchez in March 2022, a little over a month after the murder. The DA’s office said Sanchez is scheduled for sentencing on July 1, 2024.
