Why Peeves was cut from the Harry Potter movies

Fans of the Harry Potter books will be familiar with the character Peeves; a poltergeist fond of mischief and chaos who wreaks havoc through the corridors of Hogwarts.

He's developed quite heavily as a character in J.K. Rowling's novels, and readers first meet him in Harry Potter and the Sorcerer's Stone, when he's tormenting prefect Percy Weasley as he leads the Gryffindor first years to their common room.

He later writes rude words on a blackboard when Professor McGonagall is talking to Harry about Quidditch, catches Ron, Harry and Hermione sneaking around the school after curfew, and even encounters the golden trio in a corridor on their quest to save the Sorcerer's Stone.

And yet, he doesn't feature in the Warner Bros. film franchise at all. But why?
