Warrant issued for CF man who served 20-year prison sentence for sexually assaulting a child

CHIPPEWA FALLS — A warrant has been issued for a Chippewa Falls man who served a 20-year prison sentence for sexually assaulting a child in 1998.

Dale Gould Jr., 53, 1897 S. Prairie Road, was charged in Chippewa County Court with failure to register as a sex offender, which is a felony. Judge Steve Gibbs then issued a warrant for Gould’s arrest, and the state will extradite if necessary.

The criminal complaint states that Gould has not been in compliance with his requirement to register his address with the Department of Corrections from March 1, 2023, through Jan. 30, 2024. Under state law, he must register any change of address within 10 days.

“Since being placed on the (sex offender) registry, Gould has responded to four out of 11 mailed registration letters,” the complaint states. He also has not responded to calls to the cell phone number he had registered with the DOC. “As of Jan. 30, 2024, Gould has failed to respond to numerous attempts to locate him. He remains noncompliant with (the sex offender registry program). His whereabouts remain unknown as the registry could not verify an address.”

Court records show a Pierce County jury convicted Gould in 1999 of first-degree sexual assault for sexually touching a nine-year-old boy. Judge Robert Wing ordered the 20-year prison sentence, and ordered he must register as a sex offender for life. Department of Corrections records show Gould was released from the Stanley Correctional Institution on Nov. 19, 2019.

Gould challenged his conviction in 2000, which was rejected by the Wisconsin Court of Appeals.

Online court records show Gould also has been charged in Jackson County Court with obstructing or resisting an officer. He is slated to return to that court June 10.

Gould was previously convicted of forgery in Dunn County Court in 1997 when he lived in Menomonie.
