Voters renew millages for Adrian District Library and Adrian and Morenci schools

ADRIAN — Voters on Tuesday easily approved millage requests from the Morenci and Adrian schools and the Adrian District Library.

In Adrian, voters restored the district library's operating millage to its original 2.5 mills and extended it through 2034. The request passed 1,425-292.

The estimate of the revenue the Adrian District Library will collect in the first year of the levy is $1,200,000. By law, the library said, a portion of the revenue from the millage may be captured by the city of Adrian’s Brownfield Redevelopment Authority.

The millage makes up about 90% of the library's operating revenue.

Owners of property with a taxable value of $100,000 will pay $250 per year for this tax.

Adrian Public Schools voters approved by a 2,275-659 margin the request from the district to renew its nonhomestead operating millage for 10 years. This is the first time in 10 years that Adrian's operating millage had come up for renewal.

The vote renews the district's current millage rate of 18.2517 mills. Districts can only levy up to 18 mills, but some districts that ask for renewals that extend over many years set the approved rate at more than 18 mills in order to counteract the effect of the Headlee Amendment to the state constitution. That amendment limits the rate at which a school district's or local government's property tax revenue can grow each year to no more than the rate of inflation. If property values grow faster than the overall inflation rate, millage rates get "rolled back." In some cases, school districts and other jurisdictions have had their operating millage reduced to less than 18 mills and have had to ask voters to restore the millage to 18 mills or more in order to ensure they were fully funded.

The Adrian school district expects to collect $4,715,596 from the tax in 2025. That is about 10% of the district's total operating revenue.

In the Morenci school district, the district's request to renew its 18-mill nonhomestead operating millage for three years was approved 200-70. The tax is expected to collect $936,602 in revenue for the schools in 2025. That accounts for about 12% of the district's annual operating income.

School districts' nonhomestead operating millages are billed to businesses, rental properties and second homes. They are not levied on primary residences. The revenue from them is used to pay expenses such as salaries, utilities and classroom supplies. At 18 mills, owners of property with a taxable value of $100,000 will pay $1,800 toward this tax.
