Western journalism at best. I watched that interview. Article omitted most of important parts of that interview. Putin said that he drove several electric cars and liked them very much for comfort and dynamics. He said as well that electric cars are the best solution for large cities. He rightfully mentioned that electric cars are not suitable for Russian small townships and villages because of large distances that people drive there. Anybody in his right mind will agree with Putin 100% on that. So that is example how MSM brainwash people and demonize leaders of rival countries.
The Electric Power Research Institute, EPRI, did a study over 10 years ago of the pollution generated by electric cars versus internal combustion. You have to remember that it's much easier to control pollution from a single stationary point source like a power plant than millions of small cars. EPRI concluded that even a power mix of 60% coal for electric cars was cleaner than internal combustion. Nowhere in America do we still use that much coal. Out here in California, our power mix keeps getting cleaner. There's only one coal plant left in the whole state.

Putin stands to lose a lot of money and a lot of power if electric cars become widely used. Something patriotic Americans can do, buy an electric car or simply use less oil and gas. Render Putin's energy sources worthless
Power companies convert fossil fuel into usable energy MUCH more efficiently than a cars combustion engine; think about all that wasted heat from a car engine.
The problem Vladimir Putin has with Tesla is they don't use gas. Oil has made Putin the richest and one of the most powerful men in the world and with a shrinking gas and oil market Putin's power and wealth could shrink.
Even if the tesla was charged using 100% electric from coal plant, a coal plant converts 90% of heat to electric and large pollution recovery devices a car unable to have. A gas engine at best converts only 30% of energy into motion. So still tesla better for environment even if charged by coal plant. Plus pollution not put in the city.
Putin would rather have natural gas vehicles unless they can export the nat gas for a strong margin. Still, I would think they would build up natural gas power plants as the backbone for an electric car infrastructure. They would be a lot less dependent on foreign oil. Solar farms would be very beneficial during the long summer days given the high latitude (14 hours of sunlight), but useless during the dark winter days.
Far be it from me to give Russia advice, but I'm pretty sure you can't trust what Putin is saying. He's very calculating and a few steps ahead of everyone else.
He's correct, use of fossil fuel electric generation to recharge electric cars means you're still creating CO2 with your vehicle. I believe most people don't understand this concept when talking about pollution free transportation. BTW, can anyone tell me how long it takes to recharge a Tesla from nearly empty to a full charge and how much range the car has?
