Visalia arsonist sentenced to 3 years in prison, officials say

VISALIA, Calif. (KSEE/KGPE) – After a series of trash bin fires in Visalia, a 40-year-old man has pleaded no contest following his arrest at the end of last year.

According to the Visalia Police Department, trash bin fires have been reported several times in the city.

Between November 1 and December 13, officers responded to 24 trash bin fires in the downtown area.

According to the Visalia Police Department, 40-year-old Carlos Otero Parra was caught on surveillance camera on December 15 in the act of setting a trash bin on fire, where two other fires had recently taken place.

On April 12, officials say Parra pleaded no contest to three counts of arson of property and will receive his third strike. According to officials, Parra was sentenced to three years and four months in prison and will be required to register as an arson offender.
