They are doing that all the time these days, despite no history book documenting it, claiming the "sacredity" of a place is from an oral tradition of some person off in a trailer hut with 2% native Hawaiian blood from a liaison that supposedly happened in the 1850s. Yeah, the robust "Native Hawaiian Activist Movement" has been inventing "sacred religious places that only native Hawaiians should have access to", for decades now.. Want to build a new telescope and tens of miles away from where any 'native' ever lived, all of a sudden when the suggested payout to the activists doesn't come through...it becomes a "sacred place"....and no new major telescope gets built. Goes to Japan's northernmost major island instead.
