As lawmakers near a deal to avert the so-called "fiscal cliff" by year's end, President Obama, who has been largely left out of the final negotiations, took an unexpected turn in remarks this afternoon, urging members of Congress to get legislation through while simultaneously ridiculing their sluggish progress.
