Pennsylvania's governor says he intends to file a federal antitrust lawsuit against the NCAA in an effort to overturn what he said were "harsh penalties" against Penn State because of the Jerry Sandusky child sex abuse scandal. (Jan. 2)
Scott: The FBI does NOT have the authority to "exonerate" ANYONE! Legally, ALL they can do is investigate, and present any evidence found- in either direction- to the Attorney General, who will then decide on a course of action- prosecute, charge, or refuse action due to a lack of evidence. So- a Director of the FBI who does attempt to "write a letter exonerating" the subject of an investigation is thereby committing a crime, and acting WITHOUT proper authority, and should thus be charged himself!
