Sensible Solutions: Hiilary's comment above, “Stop-and-frisk was found to be unconstitutional and, in part, because it was ineffective. It did not do what it needed to do.”, shows either her ignorance of constitutional law or her complete disregard for the Consitution in the first place. A law's effectiveness has NO...ZERO...NADA...bearing on it's constitutionality. If that were the case, Prohibition would have been ruled unconstitutional, as well as the Federal Income Tax. If the NYC police tended to stop and frisk blacks and hispanics more than middle class whites, it just might be because they were patrolling neighborhoods where crime was rampant. You know, the black and hispanic neighborhoods. That in itself does NOT make it unconstitutional. It just makes it practical.
