Activists demonstrate outside the European Commission to urge leaders to address what they call Russia's human rights violations during an upcoming meeting with Russia's President Putin. Rough Cut (no reporter narration).
Scott: The FBI does NOT have the authority to "exonerate" ANYONE! Legally, ALL they can do is investigate, and present any evidence found- in either direction- to the Attorney General, who will then decide on a course of action- prosecute, charge, or refuse action due to a lack of evidence. So- a Director of the FBI who does attempt to "write a letter exonerating" the subject of an investigation is thereby committing a crime, and acting WITHOUT proper authority, and should thus be charged himself!
