Video: Phelps expresses frustration over cheating in sports

Michael Phelps was in Washington on Tuesday to speak out in support of more consistent drug testing for competitive athletes. The retired swimmer testified on Capitol Hill before a congressional committee studying ways to improve the international anti-doping system. There was a shocking moment during the hearing when Phelps and fellow Olympian Adam Nelson both told House lawmakers: "I don't believe I've ever competed in a clean Olympic games."
