In video: House approves $60 billion for Ukraine, adds border security

The U.S. House of Representatives voted on April 20, 2024, to approve approximately $60 billion in aid to Ukraine, part of a broader legislative package that also seeks to enhance border security measures.

The event was covered live by Voice of America, with NV also providing video footage of the legislative discussions and the voting process.

For months, Republican members had stalled the passage of this comprehensive bill, initially proposed by President Joe Biden's administration. The bill not only supports Ukraine but also addresses illegal migration and aims to strengthen the southern U.S. border defenses.

Previously, the Senate passed a version of the bill on February 13, which allocated a total of $95 billion in aid to Ukraine, Israel, and Taiwan, with Ukraine slated to receive $61.4 billion.

However, the version passed by the House cuts Ukraine's share to $60.032 billion and includes a provision about President Biden's pledge to provide Kyiv with advanced long-range tactical missile systems, known as ATACMS. The provision stipulates that the President can veto this decision but must publicly justify any such action to Congress.

Another difference is the mention of U.S. President Joe Biden's commitment to transfer long-range tactical missile systems (ATACMS) to Kyiv. Biden can block this decision, but will have to publicly justify it to Congress.

Significantly, this bill marks the first official use of the phrase "Ukraine's victory over the Russian invasion forces" in government documents. This language mandates the White House and Pentagon to develop a detailed, step-by-step strategy for Ukraine, which must be updated and presented to Congress quarterly.

The bill now moves to the Senate for consideration and must be signed by President Biden to become law.
