Former Ukrainian Deputy Defense Minister Hanna Malyar has disclosed her corrected declaration for the year 2023, stating that she received 101,000 hryvnias ($2,553) in salary from her primary job at a company involved in the production of iron, steel, and ferroalloys, as well as arms and ammunition manufacturing, metalworking, and military vehicle production, the Ukrainian news Slidstvo.Info reported citing Malyar's declaration.

Malyar previously claimed involvement in independent projects aimed at spreading information about Russia's war against Ukraine in Western countries, mentioning filming "with TV producers from two major European countries."

According to financial records, the company Malyar disclosed income from recorded revenues of 561 million hryvnias ($14 million) from product sales and a net profit of 82 million hryvnias ($2 million) in 2023, compared to zero income in 2022.

Upon contacting Malyar, journalists from Slidstvo.Info inquired about her former position as Deputy Defense Minister and the company's sudden income surge coinciding with her employment.

"I no longer work there," she said.

"It was three months before New Year's. I was brought in by Oleksandr Nosov to establish the legal department."

The company's co-owners include Oleksandr Nosov, Dmytro, and Stepan Sych, the publication said. Nosov, a former presidential advisor and member of the Ukroboronprom (Ukrainian Defense Industry) supervisory board, was appointed Deputy Defense Minister alongside Malyar in August 2021.

Nosov reportedly founded Dnipro Spetstekh, a company specializing in industrial equipment parts, road machinery, and armored vehicle chassis. Media reports from 2019 suggested the company relocated some production facilities to Poland due to bureaucratic hurdles. The company's current beneficial owner is Anastasiia Zaionts, Nosov's daughter.

Another company, Patar, co-owned by Dmytro and Stepan Sych, faced a criminal case for allegedly embezzling 5 million hryvnias ($126,000) in state funds during a gas consumption control device program in Kharkiv, reported the Kharkiv Anti-Corruption Center.

In addition to her company income, Malyar declared a Defense Ministry salary of 1.06 million hryvnias ($26,797) until September 2023 and her husband's entrepreneurial income of 5.44 million hryvnias ($137,526).

Malyar also disclosed her husband's cash savings of $45,000 and EUR 10,000 ($10,634), along with 38,000 hryvnias ($960) in bank accounts. She herself held 385,000 hryvnias ($9,733) in the bank, while her husband loaned 2 million hryvnias ($50,561) to private entrepreneur Andrii Kryvyi.

Slidstvo.Info states that Malyar's 2022 declaration included the sale of real estate for 7.1 million hryvnias ($179,491) (two apartments — 40 and 46 sq. m) and her husband's entrepreneurial income of just under 1 million hryvnias ($25,280).

Malyar's husband loaned 5 million hryvnias ($126,402) to Kryvyi in 2022, while Malyar herself lent 2.1 million hryvnias ($53,089) to Liudmyla Ruda. Together, Malyar and Ruda established the NGO Center for Legal and Criminological Research.

Ukraine's government dismissed all Deputy Defense Ministers, including Malyar, on Sep. 18, 2023, following the appointment of Rustem Umerov as Defense Minister by the Ukrainian Parliament on Sep. 6, 2023. The parliament removed Oleksiy Reznikov, who had been in charge of the department since November 2021.
