Türkiye proposes new ‘peace plan’ to Zelenskyy and Putin, claims propagandist media

Turkiye has a new plan for a “peaceful” settlement of Russia’s war against Ukraine, which includes a freeze on the war and a non-aligned status for Ukraine, Russian outlet Novaya Gazeta reported on April 11.

According to a source familiar with the document, this plan is being promoted through the mediation of Turkiye President Recep Tayyip Erdoğan and is an initiative of the Turkish side.

The source also said that text of the document is already available to all three parties - Ukraine, Russia, and Turkey. In particular, this draft is based on the documents of frst negotiations in Istanbul, and it also includes some of wording of May 2022.

"The peace initiative can be supported by a number of European politicians, and it will also be offered to support individual countries in the Global South," the report says.

The article says that the Turkiye offers next conditions of "peace":

  • a mutual commitment of United States and Russia to non-usage of nuclear weapons under any circumstances, as well as renewal of Strategic Arms Limitation Treaty, with impossibility of unilateral withdrawal from it in the future

  • a ban on interference in internal affairs of another country in any way that could destabilize its government

  • freezing the war along the existing front line

  • a commitment to hold referendums in 2040: an all-Ukrainian referendum on the country's foreign policy course, as well as referendums under international control in all Ukrainian territories annexed by Russia at the time of freezing the war

  • guarantees of Ukraine's non-aligned status until 2040

  • exchange of prisoners under the "all for all" formula

  • Russia does not object to Ukraine's accession to the European Union, but Ukraine cannot join NATO

At the same time, journalists believe that this document very unlikely to be adopted in any way, as it is "at least the ninth project of this kind."

Erdogan said that peace in Ukraine is impossible without Russia's participation, and that other countries should avoid steps that could spread the war beyond Ukraine on March 12.

Turkish Foreign Minister Hakan Fidan said that Turkiye is ready to accept peace talks between Ukraine and Russia when there are appropriate conditions for such a dialogue on Nov. 24.

"Peace" talks with Russia

President of Ukraine Volodymyr Zelenskyy enacted decision of National Security and Defense Council to hold no talks with Putin on Sep. 30, 2022. This was a response to the attempted annexation of the occupied Ukrainian territories.

NBC reported that U.S. and European officials begun discussing privately possibility of peace talks between Ukraine and Russia on Nov. 4.

According to channel, one of these discussions took place in October of the same year during a meeting of the Contact Group on Ukraine's Defense in Ramstein format, where representatives of more than 50 countries met.

This information was denied in the European Union on Nov. 6, and the next day it was denied in the United States.

In November 2022, at the G20 summit, President Volodymyr Zelenskyy presented a ten-point peace formula, which included, among other things, restoration of Ukraine's territorial integrity, withdrawal of Russian troops, release of all prisoners, a tribunal for people, who commited war crimes or responsible for aggression, and security guarantees for Ukraine, as well as radiation, nuclear, energy security, countering ecocide, and more.

Kyiv invited foreign partners to take the lead in one of the plan's points.
