A new subdivision is in the works for the mainland of Surf City. Here's what to expect.

A new 67-lot subdivision called The Oaks at Mill Creek will be coming to the mainland of Surf City

The property was originally annexed by the town of Surf City in 2019 as a continuation of the Poplar Branch subdivision, but the original developers for that subdivision decided not to follow through with the project.

Four Oaks Capital Development, LLC is taking on development of the new single-family home subdivision, which is located on Mill Creek Road.

The road is maintained by the North Carolina Department of Transportation and does not meet the threshold for completing a traffic impact analysis. The NCDOT, however, will require the developers to complete a driveway permit.

The NCDOT will assess the needs for any roadway improvements at the new road connection. The site will also have a connection to Summer Ducks Drive, which is town maintained.

There will be sidewalks along the subdivision streets as well as the front of the subdivision facing Mill Creek Road.

Pedestrian easements will also be provided for any sidewalk that is not located within a dedicated street right of way.

The town of Surf City will provide both sewer and water for the subdivision but it will have to be placed on the town’s sewer capacity waitlist until further capacity is available. A representative of Four Oaks Capital Development, LLC said that the soonest the development could get connected to the town’s sewer would be August.

Jones-Onslow Electronic Membership Corporation will also serve The Oaks at Mill Creek and will provide streetlights that meet the town’s ordinances.

The development will also receive a stormwater permit from the North Carolina Department of Environmental Quality. Wetland delineation will also be provided to the NCDEQ and the U.S. Army Corps of Engineers for determination.

The current plan does not propose filling in wetland areas.

The Surf City Town Council unanimously approved the developer's application on March 5.
