State College man arrested, accused of possessing material that depicts child sexual abuse

A State College man was arrested Thursday on more than 140 felony charges for possessing dozens of images and videos depicting the sexual abuse of children.

William S. Welsh had 41 videos and 32 images that showed nude toddler boys being sexually abused, a borough police detective wrote in an affidavit of probable cause.

The investigation began in March after the police department received an allegation that Welsh, 28, told someone he sexually abused a 2-year-old he was babysitting, the detective wrote.

Welsh, according to the charging document, also told someone he possessed child sexual abuse on his computer and planned to delete it.

A defense lawyer was not listed. Welsh was charged with 73 felony count each of possession of child pornography and criminal use of a communication facility.

He was arraigned Thursday by District Judge Don Hahn, who set bail at $2.19 million. Welsh did not post bail and is incarcerated at the Centre County Correctional Facility.

His preliminary hearing is scheduled for May 29.
