Kramer will replace Interim City Manager Doug Whitacre, who took over in November after the city fired Doug Gerber.

Gerber was fired after a lewd video of him was sent to city employees.

Kramer is anticipated to start on April 29, 2024. He will have one year to establish residency in Shawnee as a condition of his employment.
