SBU concludes investigation into deadly grenade attack on Zakarpattya village council

Ukraine’s SBU security service has wrapped up its investigation into the grenade attack during a village council session in Zakarpattya Oblast, which injured 26 people and killed two, the SBU reported on Telegram on April 11.

A local councilor at the Keretskivska village council detonated three combat fragmentation grenades, RGD-5 and F-1, inside the session hall, the investigation revealed. Twenty-six councilors, including the perpetrator, sustained varying degrees of bodily harm as a result of the explosions. Two of the wounded later succumbed to their injuries.

The suspect had attempted to sway decisions regarding the adoption of the next year’s budget and the terms of the village council chairman’s remuneration, the Prosecutor General’s Office said. The councilor premeditated these actions, spending several months acquiring grenades from an undisclosed source.

After failing to achieve his objectives, he left the hall, prepared the grenades for detonation, and then returned, tossing them onto the assembly hall’s floor, where almost the entire council membership was present.

Investigators have leveled charges against him under two articles of the Ukrainian Criminal Code: terrorist act (Part 3 of Article 258) and possession and storage of explosive devices (Part 1 of Article 263).

Grenade attack during Keretskivska Village Council

A member of the Keretskivska Village Council in the Mukachevo district, Zakarpattya, detonated grenades during a session on Dec. 15. Twenty-six people were injured in the blasts, with six in critical condition.

Media reports indicated that the perpetrator was identified as MP Serhiy Batryn from the Servant of the People party.

Investigators from Ukraine’s SBU have initiated an inquiry into the incident, classifying the individual’s actions as a terrorist act under Article 258 of the Ukrainian Criminal Code.

The National Police conducted further investigations into the crime under the article on the unlawful handling of weapons, ammunition, or explosives (Article 263 of the Ukrainian Criminal Code).

The Uzhgorod District Court has decided to keep Batryn in custody for two months without bail on Dec. 17.
