As of the morning of 13 September, the Russian occupiers have completely left Kreminna in Luhansk region, but the Armed Forces of Ukraine have not yet entered the city, fighting continues around Lyman in the Donetsk region.

Quote from Haidai: "Today, Kreminna is completely empty. There is no police, no commandant's office, no prosecutor's office – no-one is there anymore, they have all left. In Kreminna, the Ukrainian flag hangs on the administrative building for the third day – this shows that all the occupiers and Gauleiters have fled."

The head of the Luhansk Oblast Military Administration is convinced that the large-scale de-occupation of the Luhansk region will begin with Kreminna and Svatove, because the Russians have already begun to move equipment closer to these cities. Haidai believes that the main strike will be there.

According to the head of the administration, Starobilsk, which was a kind of "intermediate, transit city" for Russians, is actually empty at the moment.

The occupiers are trying to create some kind of defensive line in the area of ​​Svatove and Troitske because the border with Russia is nearby and "the transition from Lyman to Luhansk Oblast".

Haidai noted that the liberation of Lyman is key for Luhansk Oblast, and fighting is still ongoing around the city.

The head of the military administration also added that the occupiers currently have a catastrophic fuel situation – collaborators began to flee en masse to Russia, which is why long queues have formed at petrol stations, and there is not enough fuel for everyone.
