Russia steps up propaganda efforts to encourage conscription – HUR

Russia is increasing its propaganda efforts by painting train cars with militaristic prints in an attempt to encourage citizens to enlist in the military amid a significant decline in the number of people willing to mobilize, Ukraine’s Main Intelligence Directorate (HUR) reported on Telegram on April 17.

The Kremlin ordered regional authorities to carry out the spring conscription plan and prevent its disruption, otherwise it could lead to a reduction in the number of contracts signed by Russians with the army.

The information pressure on the Russian population includes spreading the narrative that conscription guarantees non-participation in the war against Ukraine.

“Russia is actually copying the methods of Bolshevik agitprop of a century ago with its ‘agitprop trains,’“ the HUR said, calling the painting of train cars, glorification of military service, Russian weapons and equipment part of a massive propaganda campaign.

On Dec. 19, 2023, Russian Defense Minister Sergei Shoigu announced plans to expand the nation’s armed forces to 1.5 million personnel with the number of contracted military personnel expected to reach 745,000 individuals.

Earlier, Russian dictator Vladimir Putin stated that the strength of the Russian contingent engaged in conflict against Ukraine amounted to 617,000 individuals, with 244,000 mobilized troops on the “frontlines” and over 400,000 military personnel having contracted with the Russian army.

On March 18, Ukrainian Deputy Defense Minister Ivan Havryliuk said that after the sham presidential elections, Putin would hold a new wave of mobilization and intensify attacks on the front.
