Rochester pays $100K to 29 city employees, 18 for schools. Here's list of all salaries.

ROCHESTER — Twenty-nine "city-side" employees, not including schools, were paid more than than $100,000 in gross wages in 2023.

The top earner was first-year City Manager Katie Ambrose, who made $149,422. Next in line was Jason Thomas, deputy police chief, at $140,233, followed by Peter Nourse, director of city services at $137,581.

Police Chief Gary Bourdreau came in next, with $135,425, Eric Lenz, fire captain at $134,330 and Fire Chief Dennis Dube at $126,801.

Former city manager Blaine Cox earned $126,590 before departing. The remainder of the 29 include members of the police and fire forces, city attorneys. planning and development, city finance and wastewater systems and assessing.

A portion of some salaries, like those for some police and firefighters, include earned overtime pay, moving wages far above the base pay.

Ambrose said there were separation payments included in some salary figures.

"The report includes a status column showing A-Active or I-Inactive employment status," said Ambrose. "Within the top 20 there are three employees who worked in 2023 but have since left us, Jason Thomas, Brian Snyder, and Blaine Cox. All three were paid out earned time off."

Ambrose said city leaders are in the process of developing a budget for the next year.

In SAU 56, the Rochester School District, there were 18 employees earning more than $100,000 in fiscal year 2024.

The top wage earner is Superintendent Kyle Repucci, who earned $154,777. Late in 2023, Repucci submitted a letter informing the School Board of his intent to leave the district when his contract expires in June. There is a search under way to replace him.

The other top earners in the schools include Justin Roy, Spaulding High School principal, $133,178.12; Alison Bryant, assistant superintendent, $130,000; Ryan Gilpatrick, Rochester Middle School principal, $125,902 and Sarah Camus, district coordinator of special education, $118,000.
