Rochester outlines major street and infrastructure construction planned for summer

Apr. 9—ROCHESTER — Construction season is looming in Rochester with a variety of Public Works projects set to begin.

The planned work involves keeping the city's infrastructure in good working condition, replacing infrastructure that has reached the end of its lifespan and improving safety for pedestrians, bicyclists and motorists.

Large-scale projects

planned for 2024 include:

* North Broadway Reconstruction-Phase 2 (Spring 2024 to November 2025): Planned North Broadway reconstruction will address the roadway between the Silver Lake Bridge and Elton Hills Drive Northwest. The new roadway will improve walking, biking and transit facilities, and include safety improvements for drivers.

* Seventh Avenue NW Reconstruction from Seventh Street Northwest to 10th Street Northwest (May to November 2024): This reconstruction project is driven by the aging underground sanitary sewer and water main that was identified as deficient and in need of replacement. In addition to new pavement, the project will replace aging public utilities (water main, sanitary sewer and storm sewer) and bring pedestrian curb ramps into compliance with the Americans with Disabilities Act standards. The existing roadway is also wider than current standards and will be narrowed to help calm traffic.

* Willow Court Southwest Reconstruction (May to November 2024): The current pavement condition of Willow Court Southwest from 40 Street Southwest to the cul-de-sac is beyond repair by conventional street maintenance. In addition to new pavement, the reconstruction project will include the construction of new curb and gutter and storm sewer infrastructure to address areas of localized ponding in rain events.

* Fourth Avenue Southwest reconstruction from 14th Street to 16th Street (May to November 2024): This reconstruction project is driven by the aging underground sanitary sewer and water main that was identified as deficient and in need of replacement. In addition to new pavement, the project will replace aging public utilities (water main, sanitary sewer and storm sewer) and bring pedestrian curb ramps into compliance with the Americans with Disabilities Act standards. New curb and gutter, as well as catch basins will be constructed to address stormwater issues.

* Annual Mill and Overlay and Chip Seal Projects (Spring/Summer 2024): Every year, the Public Works Infrastructure Maintenance team performs

pavement preservation projects,

including Mill & Overlay and Chip Seal projects. The milling projects consist of removing an average of 2 inches of pavement from the existing street and replacing those 2 inches of bituminous pavement. This year's project includes an estimated 18 miles of re-paving. The Chip Seal projects are an additional preservation method to protect pavements recently paved in the previous two to three years. An estimated 27 miles of streets will receive a chip seal. These projects occur in neighborhoods all over the city.

* Sidewalk Improvement District Program (Spring/Summer 2024): Sidewalk repairs and maintenance through the program will address defective sidewalks in southwest Rochester. Select pedestrian ramps will also be replaced. This is the second year under the new program that reassigns the cost of sidewalk repairs and replacement from the adjacent property owner to a distribution among a greater portion of the community.

* Sixth Street Northwest Storm Relief (May to September 2024): This project is intended to alleviate recurrent flooding that has occurred along Sixth Street Northwest north of Civic Center Drive Northwest, between 11th and Ninth avenues. The planned storm sewer conveyance system is proposed to have a sufficient capacity to drain all properties adjacent to Sixth Street Northwest and those located immediately north of FIfth Street Northwest. This project will also include the reconstruction of 8 1/2 Avenue Northwest. This project will have lane closure impacts to Civic Center Drive at times, in order to extend storm sewer piping across the roadway.

* Sanitary Sewer Improvements West Zumbro (May to December 2024): Existing sanitary sewer will be replaced along the south side of the railroad line from approximately the Seventh Street Northwest/U.S. Highway14 Pedestrian Bridge to the Wilder Road Northwest intersection with West Circle Drive Northwest. The sewer will be replaced with a new larger sanitary sewer to increase capacity for future developments along the west side of the City. This capacity project is required for the extension project that was completed in 2023.
