Rezoning paves way for further development near Southern Grove with possible new pharmacy

PORT ST. LUCIE — A new development could bring a pharmacy to the Southern Grove area, across the street from the city's growing jobs corridor, after the City Council voted Monday to allow 15.6 acres to be rezoned from its previous agricultural designation.

That property, owned by Mattamy Palm Beach, LLC, will now be a master planned unit development, split into two parcels, according to a city staff presentation.

Zoning allows shopping, offices, commercial, housing

A 1.8-acre parcel is set aside for shopping and office uses, with plans including a 10,000-square-foot pharmacy in the southeast corner of the property. The other 13.9 acres is designated for commercial and residential use. There is no active plan for its development, according to the staff presentation.

The overall property, at the corner of SW Village Parkway and SW Marshall Parkway, is directly north of the Del Webb Tradition residential community and directly east of the Heron Preserve residential community.

It is one of many projects in the area under development by Mattamy, including another master planned unit development further south on Village Parkway, which is slated to include a national home-improvement store. Rezoning for that project was approved by the Council in March.

Location of both projects is directly across the street from a 1,200-acre stretch of land that has been under city development since 2018.

Jobs corridor booming

That area, the city's Southern Grove jobs corridor, is already home to a number of industrial and distribution facilities, with warehouses from the likes of Amazon, Cheney Brothers and FedEx already up and running. A further major distribution depot, for Costco, is actively being developed.

As the city fills out the industrial sections of its plans for the area, other uses are under development fronting Village Parkway, closer to the Mattamy developments and residential communities. Those include retail and dining options, with plans for at least two "entertainment districts."

There was no discussion of the rezoning by councilmembers before the vote, but with similar past projects, Mayor Shannon Martin has been quick to point out that development rights in the area have been assigned for decades.
