Raytown man charged in multiple sexual assaults over past 12 years

KANSAS CITY, Mo. — A 65-year-old Raytown man is now facing multiple charges for alleged sexual assaults over the past 12 years, prosecutors say.

Warren Carter has been charged with kidnapping, forcible sodomy, forcible rape, two counts of first-degree kidnapping, three counts of first degree sodomy and two counts of first-degree rape.

Kansas City man charged with raping, robbing three women

Court documents say Carter has targeted and assaulted women in Kansas City, with alleged attacks happening in July 2012, May 2017, and October and December 2019.

Carter would offer the women a ride or forcing them into his vehicle with a firearm, according to court records. He would then drive to a secluded area and assault the women, prosecutors say.

Charging documents say Carter is missing his right leg, and that suspect description helped investigators link him to several of the alleged assaults. Prosecutors say there is also DNA evidence linking him to two of the assaults.

July 2012

The victim in the July 2012 assault said Carter approached her near E. 29th Street and Prospect Avenue and pointed a gun at her, court records say. She said he told her, “Bitch, get in the car or I will kill you.”

She said Carter raped her and then later drove around before letting her out of the vehicle. She called 911, had a sexual assault exam at a local hospital and identified Carter as the suspect, court records say.

When detectives interviewed Carter in 2012, he said he thought the woman was a sex worker. His DNA sample matched the DNA taken from victim’s sexual assault exam.

May 2017

Police were called to a local hospital for a reported rape in May 2017. The victim said she was walking near E. 25th Street and Michigan Avenue when Carter approached her.

The woman said Carter asked several times if she needed a ride, and she repeatedly told him no. Court documents say he then pointed a gun at her and told her to get in the car.

After driving to another area, the woman said Carter sexually assaulted her despite her attempts to stop, court records say. He then pushed her out of the car with his cane and drove away.

The woman said she called 911 but gave up after waiting on hold for a long time. After going to a local police station, she left after waiting for an extended time.

When detectives interviewed Carter later that month, he said the woman was a sex worker and denied pulling a gun.

October 2019

The victim in the October 2019 assault said she was walking near 9th Street and Prospect Avenue when Carter approached her, charging documents say.

The woman said she had ordered a Z-Trip and, thinking Carter’s vehicle was her rideshare, got inside. She said she told Carter to pull over and even tried to open the door but couldn’t.

Court records say he then stopped and raped her before making her get out of the car.

December 2019

Later that year, the victim in the December 2019 assault said Carter approached her at a gas station at Truman Road and the Paseo, offering her a ride.

The woman said Carter had a handgun and sexually assaulted her, court records say.

She had a sexual assault exam at a local hospital, and detectives said Carter’s DNA matched DNA collected from the victim’s exam.

Law enforcement took Carter into custody Sunday, and he’s currently in the Jackson County jail on a $200,000 bond.
