Public invited as NSB commission selects finalists in search for new city manager

The New Smyrna Beach City Commission will continue its process of selecting the new city manager in a public meeting Thursday.

After choosing 13 semifinalists during a public meeting last month, the board now hopes to narrow down the field to up to five candidates, one of whom will replace Khalid Resheidat in August, when he retires.

Early this year the city hired Strategic Government Resources, Inc., (or SGR) to conduct the candidate search. SGR's executive vice president, Doug Thomas, explained in the previous meeting that the semifinalists would complete “a fairly detailed” questionnaire and participate in video interviews and a media search by SGR before the finalists' selection.

The candidates are:

  • Jeff Mihelich, city manager of Bozeman, Montana.

  • Kevin Cowper, city manager of Dothan, Alabama.

  • Paul Brake, city manager of Royal Oak, Michigan.

  • Robin Hayes, city manager of Cocoa Beach.

  • James Slaton, city manager of Lake Wales.

  • Patry Oman, county administrator of Becker County, Minnesota.

  • Scott Moye, county manager of Ware County, Georgia.

  • Bilal Iftikhar, director of utilities and acting city manager of Winter Springs.

  • Carmen Davis, city manager of Lake Worth Beach.

  • Douglas Maxeiner, city administrator of East Moline, Illinois.

  • Patrick Marsh, independent consultant.

During the semifinalists' selection last month, the City Commission ranked Mihelich, Cowper and Brake in the top 3.

Thursday's meeting to select the finalists takes place at 5:30 p.m. in the James W. Hathaway Commission Chambers at 214 Sams Ave.
