Public intoxication, assault, possession among Boyd indictments

Apr. 19—CATLETTSBURG — A grand jury in Boyd County recently indicted 10 people, including several charged with possession of methamphetamine.

An indictment is a formal accusation and is not an indication of guilt. Anyone named in an indictment should be presumed innocent unless proven guilty in a court of law.

—Joseph S. Knipp, of Flatwoods, was indicted on first-degree possession of methamphetamine, third-degree possession of an unspecified drug, operating a motor vehicle under the influence of controlled substance, no/expired registration receipt, failure to produce insurance card, and speeding 18 mph over the limit.

—Gerald Tackett, 55, of Catlettsburg, was indicted on third-degree assault to a police or probation officer and alcohol intoxication in a public place.

—Elizabeth Anne Smith, of Ashland, was indicted on public intoxication of a controlled substance excluding alcohol, first-degree possession of methamphetamine, drug paraphernalia and giving an officer false identifying information.

—Kevin R. Sears, of Ashland, was indicted on fourth-degree domestic violence and first-degree strangulation.

—James A. Brookshire, of Richmond, was indicted on public intoxication excluding alcohol and first-degree possession of methamphetamine.

—Robert H. Amos, of unknown address, was indicted on first-degree possession of methamphetamine

—Ricky J. Sipps, of Ashland, was indicted on second-degree burglary and possession of marijuana.

—Frederick H. Thomas, of Rush, was indicted on first degree possession of methamphetamine.

—Joseph M. Muncy, of Ulysses, is a first-degree persistent felony offender being charged with first-degree unlawful imprisonment and first-degree strangulation, adding to a list of previous charges.

Muncy was convicted in May 2011 for theft by unlawful taking, criminal mischief, first degree possession of burglary tools and fleeing or evading police, according to the indictment. On March 19, 2010, he was convicted of giving an officer false name or address, operating on suspended or revoked drivers license.
