Portsmouth swears in new city manager

PORTSMOUTH, Va. (WAVY) — Portsmouth has a new city manager, as Steven Carter was officially sworn in Friday evening.

Carter was appointed to the role last month in a 4-3 vote.

Carter, who comes from Albany, Georgia, is an Air Force veteran with more than 30 years of experience in information technology and leadership. Carter steps into the role after a slew of turnover the last few years.

“I am honored to stand before you today to greet you as your new city manager,” Carter said Friday.

Carter’s swearing in was met with cheers and applause throughout the council chambers.

“I am keenly aware of the challenges that lay ahead,” Carter said.

The Air Force veteran is the fifth person to step in as city manager since Dr. Lydia Pettis Patton’s resignation in 2020.

“I’m fully committed to leading our city through this transition with unwavering professionalism, dedication and determination,” Carter said. “Transparency is the cornerstone of effective leadership.”

The new city manager pledged to lead with openness and honesty, and to be someone who can be trusted.

Carter also acknowledged the dissent among city council during the vote for his appointment.

“I am fully aware that the vote of my appointment was not unanimous,” Carter said. “However, I am encouraged by the commitment of all seven board members.”

Carter told the audience he may not always agree with folks, but he will always listen to their opinions.

“We have to see value in the brand that is Portsmouth,” Carter said, “and each of us must be committed to protecting the brand.”

Carter will be paid $255,000 a year. He officially starts on Monday.
