Police said that the victim, a 16-year-old boy, was with his unleashed dog in a nearby yard when James Timberlake, of Woodbridge, who was walking his dog, encountered them.

As the two dogs were interacting with each other, Timberlake pepper sprayed the victim’s dog. The victim took his dog, and Timberlake followed them to the victim’s property where he pepper sprayed the dog again along with the boy, according to PWCPD.

The victim reported having minor injuries. His dog did not appear to be injured.

Police arrested Timberlake on March 4 and charged him with assault with a caustic substance and animal cruelty.
