Penn Yan woman arrested on welfare fraud/theft charges

PENN YAN, N.Y. (WETM) – A Penn Yan woman has been arrested on welfare fraud and theft charges after she allegedly filed false documents to the Department of Social Services.

According to the Yates County Sheriff’s Office, Kelly Dunning, 40, was arrested on Thursday, May 2, after an investigation revealed that she had received over $3,000 in benefits that she was not eligible for.

Dunning was charged with five counts of offering a false instrument for filing, a class E felony; grand larceny in the third degree, a class D felony, and welfare fraud in the third degree, a class D felony.

As a result, she was issued an appearance ticket to appear in the Town of Milo Court at a later date.
