An Outer Banks driver struck and killed a bicyclist on Halloween. 11 years ago, he was involved in a similar case.

The driver who struck and killed a bicyclist in Kill Devil Hills on Halloween night was convicted of drunken driving and felony hit-and-run in a similar case 11 years ago in Nags Head.

On Aug. 21, 2011, William Lee Miller III, now 59, fled the scene in a 2005 Toyota Corolla after hitting 21-year-old Rooha Hafez Sheikh of New York as she tried to bike across U.S. 158 at Bay Meadow Drive. Police stopped and arrested him a few miles away in Kill Devil Hills.

A judge sentenced Miller to 12 months in jail with all but 10 days suspended, two years of supervised probation, community service and enrollment in an alcohol monitoring program, the Outer Banks Voice reported at the time. The case marked Miller’s third DWI conviction.

Police say Miller was not driving impaired and faces no criminal charges in Monday’s fatal collision with a bicyclist on U.S. 158 near Avalon Drive in Kill Devil Hills.

The victim, 27-year-old Adam Alexander Simon of Kill Devil Hills, was crossing U.S. 158 from west to east when he was hit by Miller’s 2005 Dodge Caravan at 10:11 p.m., said Kill Devil Hills police Capt. John Towler.

Miller was traveling north on U.S. 158 in the inside travel lane as Simon was trying to cross on a Trek bicycle. Miller stopped and was one of several people who called 911 for help. It appears the left front of the van hit Simon, who was pronounced dead at the scene.

Towler said the case remains under investigation.
