NYPD officers fatally shot man, 19, wielding scissors in Queens: police

QUEENS, N.Y. (PIX11) — NYPD officers shot and killed an emotionally disturbed man who threatened them with scissors in a Queens home on Wednesday, authorities said.

The incident happened on the second floor of a family home at 101-12 103rd St. near 101st Avenue in Ozone Park at around 1:40 p.m., police said. Win Rozario, 19, was suffering a mental health crisis and called 911 on himself, according to NYPD Chief of Patrol John Chell.

Police responded within minutes before the incident turned deadly.

“The situation becomes quite hectic, chaotic, and dangerous right away,” Chell said at a press briefing Wednesday afternoon. “They come here to help, and they never want to use any force in these situations.”

The officers were trying to take Rozario into custody before he pulled the scissors out of a drawer and went toward the two cops, who initially subdued him with their Tasers, Chell said. But Rozario’s mother accidentally knocked the probes out of his body, according to Chell.

Rozario then picked up the scissors and headed for the officers again before they opened fire in the small kitchen and living room area, police said. The man died at a hospital. The cops were not injured.

“They had no choice but to defend themselves,” Chell said. “This is a tragic incident for the young man, his family, and our cops, who are also human beings.”

A school is located just a couple blocks away from where the shooting occurred, but it was not affected by the incident, police said.

The shooting came days after NYPD Officer Jonathan Diller was fatally shot during a traffic stop in Far Rockaway, Queens. Guy Rivera, 34, allegedly pulled out a gun and shot the 31-year-old cop in the stomach after Diller approached two men in an illegally parked SUV near Mott Avenue and Smith Place around 6 p.m. Monday, according to the NYPD.

Rivera allegedly fired the gun after Diller told him to get out of the car, hitting the cop below his bullet-proof vest, police said. Diller’s partner shot Rivera in the back, who remained hospitalized, as of Wednesday, police said. The charges against Rivera were pending.

The driver, Lindy Jones, 41, was arrested and charged with criminal possession of a weapon in connection to the incident, authorities said.
