On Oct. 31, Secretary of State Rex Tillerson faces an important deadline. It will have been 90 days since the Countering America’s Adversaries Through Sanctions Act was passed. It requires Tillerson to decide whether to re-list North Korea as a state sponsor of terrorism. What does that mean, and what are the arguments for putting the reclusive nation back on the list?
