But for food-stamp recipients who are also pet owners — facing an annual average pet-food cost of $235 — that can mean choosing between feeding their beloved pets or putting food on the table. To address this dilemma, one man has decided to petition the Department of Agriculture to create pet food stamps. Could it become a thing?
