‘Not taking no for an answer,’ CCSD employee accused of sexual misconduct, exchanging 1000 texts with student

LAS VEGAS (KLAS) — A Clark County School District employee was accused of sexual misconduct and exchanging about 1,000 text messages with a student in an attempt to lure her away from school to engage in a romantic and sexual relationship, according to an arrest report obtained by 8 News Now.

Police arrested Joshua Herrera, 28, on felony charges of contact or attempted contact of a minor by a person of authority for the purpose of sex, and two charges of school employee engaging in sexual conduct with a person 16 or older, records showed.

On March 7, a CCSD school contacted LVMPD detectives about a possible inappropriate relationship between a student and a staff member, Herrera.

Herrera was employed at the school between 2021 and 2023 as an office specialist but was employed at a different school at the time of his arrest as a student success advocate, according to the report.

While he was employed at the reporting school, Herrera met and developed a relationship with the victim, according to police documents. Between April and May of 2023, Herrera kissed the victim and performed a sexual act with her, the report stated.

Between Feb. 26 and March 6, the documents show Herrera exchanged approximately 1000 text messages with the victim in an attempt to lure the victim away from her parents or school.

“I want to see you… And I’m not taking no for an answer,” text messages sent from Herrara to the victim read in the arrest report.

According to documents, the victim told her school counselor that Herrera would bring her lunch, buy her things, and give her his debit card. She also said he went to her house in 2023 after getting her address from the school’s student information system, and while she was in his car, he took off his pants, and she performed a sexual act on him, the report stated.

While the victim was talking to the school counselor, Herrera called her phone “dozens of times” from different numbers, according to the report.

Another unnamed witness told police they saw Herrera briefly following the victim and her family in a car after the victim reported the relationship, the report stated. They said Herrera paid them to get information about what was going on with the case and to tell Herrera when the victim was home so he could talk to her, documents indicated.

“I need to know what she said cuz I didn’t do anything wrong,” Herrera wrote in a text to the witness, according to the report. “The most they gonna ask is for me to reassign Since I didn’t break a law The age of consent is 16 here in Nevada Even tho we Didn’t do anything [sic].”

Text messages included in the report between Herrera and the victim showed that Herrera continuously tried to get the victim to meet up with him between Feb. 26 and March 6.

“ITs crazy i don’t ask for much I just wanna talk to you [sic],” Herrera wrote in one message, the documents show.

“Let me Do what I want to do… Ima take advantage nextof time fr fr [sic],” another series of texts read. “…I was gonna steal a kiss from you lmao.”

Several times, the report shows the victim wrote that she was in a relationship with another girl and that she didn’t want to date Herrera.

“We are only friends,” documents show the victim wrote. “I thought I made it clear.”

Several messages included in the report showed Herrera asking for the victim’s location.

CCSD police arrested Herrera on March 18. While he was taken into custody, the police report showed that Herrera said, “I know I am being investigated.” He posted bail and was released.

His next court appearance is scheduled for April 25.
