MP reveals closed loopholes in passed mobilization bill

Loopholes in the mobilization bill were explained by Iryna Friz, a member of the Committee on National Security, Defense, and Intelligence from the European Solidarity political party, in an interview with Radio NV on April 11, offering insights ahead of its passage.

"Issues of people with disabilities, caregivers, dependents, adoptive parents, and guardians has been carefully considered," MP told NV.

"All of this is regulated in such a way as to prevent usage of these legislative provisions as an attempt to evade mobilization. We have been given many examples where a person in need of care has up to five to eight caregivers from liable for military service men."

According to her, this will be regulated through exchange of registers: people with disabilities or in need of care will have their own separate identification number, which will be pulled up in new Oberig digital register.

"In this way, this bill stipulates that only one (person) from those liable for military service can perform such actions if other person needs care and chooses him or her as a caregiver," politician added.

"This niche, which served as a rather large gray area for evaders, has been removed."

What's changed in the new mobilization bill?

Verkhovna Rada adopted new mobilization bill on April 11, decision was supported by 283 MPs.

MPs removed demobilization possibility for those, who are already serving 36 and more month, considering Commander-In-Cheif of Armed Forces call to exclude this from new bill.

New mobililzation bill will come in force one month after Ukrainian President will sign it.

Following persons are subject to mobilization only if they wish to do so:

  • persons with disabilities (for military service under a contract)

  • persons released from captivity

  • persons under the age of 25 who have completed basic general military training or served in the military previously

Discharged conscripts are transferred to mobilization resource in accordance with the general rules (starting from the age of 25). Basic military service begins on Sep. 1, 2025.
