Moultrie Co. man arrested after 24-year-long manhunt

BRANSON, Mo. (WCIA) — The manhunt for a Moultrie County man that lasted more than 20 years came to an end over the weekend with his arrest, the U.S. Marshals Service announced.

Officials with the Marshals Service said Herman Carroll, 72, was located in Branson, Mo. after their Great Lakes Regional Fugitive Task Force uncovered a lead on his whereabouts. Working with local authorities in Branson, Marshals arrested Carroll on Saturday.

Carroll was wanted on charges that accuse him of sexually assaulting a 12-year-old girl in 2000, and that wasn’t the first time he had been charged with such a crime. Officials said Carroll has two prior convictions for child sex crimes: one in 1983 and the other in 1993.

Carroll was arrested on July 3, 2000, in connection to the 12-year-old’s assault. He posted bail, but never appeared in court to face those new charges.

The search for Carroll involved over a dozen local, state and federal jurisdictions, including ones as far away as Alaska. The Great Lakes Task Force took over the investigation in June of 2022 and on May 8, officials said they uncovered information that placed Carroll in Branson.

Now, after a 24-year-long manhunt, Carroll is behind bars on five sexual assault counts and the warrant issued for his arrest after he failed to appear. He is in the Taney County, Mo. Jail awaiting extradition to Moultrie County.
