You always want to travel in the off or shoulder seasons for any destination if you can. High seasons are usually centered around various factors, most favorable weather, when schools are out, holidays, festivals and other events. There's a few exceptions to this rule, for example South Asia can get a pretty severe monsoon season, so that's not good being the off season. For the Caribbean, if you want to enjoy low season rates and avoid hurricanes go in May or the 1st two weeks of December. You can also go in June and November, the very beginning and very end of hurricane season as early and very late hurricanes are unusual, although possible.

It seems that the UK foreign office and Australia jumped on the bandwagon to put out a travel advisory because of an imminent eruption of a volcano in Bali. The first anticipation was in 1963. It has not yet erupted since then. However the Indonesian authorities and Ministry of tourism did not wait around for the eruption and are prepared for an event should it occur. Nonetheless the travel warning has scared tourists away in Bali for the time being. How come the British and the Australians did not raise a travel warning ahead of Harvey, Irma and Maria for Florida and the Caribbean islands. Surely they are British and Australians traveling there. Hmm....why the difference of attitudes!! To discredit Bali perhaps since it is such a popular destination as if the Indonesians cannot handle a crisis during a natural disaster. Go figure!!
These two Western nations for that matter did put out travel advisory for France when two separate terrorist attacks happened in Paris and Nice. As a result fewer tourists visited France. But then London suffered several attacks but no travel advisory published in the news by the media out there from nations around the world. Go figure!! Tourists traveling around the world use common sense and know exactly what they should do in case of a crisis. Anything can happen anywhere in the world now however you would most likely be hit by a bus closer to home.
Just came from Bali, a really good place to visit once, don't be cheap, spend money on local guides, go to volcano, have fun! Don't eat in cheap restaurants.

I love to travel and always try to travel on the off season or the beginning or end of peak season. I hate when places are overrun by tourists.
I just travel to places that aren't so crowded. There are so many people everywhere that it feels like a cattle call everywhere one goes these days.
